I am trying to transfer a file from my game server to my webserver (your webserver) using php
(not NET::FTP)
What I need to know is, is there ftp access via php or is the php process not permitted to connect to an external server?

I don't know the answer to this. I would recommend you open a support ticket for an accurate answer.
